Being an accession State in 2005, the Republic of Bulgaria had to meet several economic and political requirements, while at the same time consider the reform of its transport sector. One of the most important issues regarding this reform was to develop an efficient intermodal transport system, establish higher quality freight transport services within the Republic of Bulgaria, in accordance with EU policy for intermodal transportation,` and restructure the State Railway Company, “Bulgarian State Railways” (BDZ).
Our role in the project was to provide assistance in the effective implementation of the objectives of EC’s White Paper “European transport policy for 2010: time to decide” and of the “Programme for Development of the Transport Infrastructure of the Republic of Bulgaria and NDP for the years 2000 – 2006,” by providing the necessary support and expertise to develop the required institutional framework, strategies, programmes and action plans for widening the National Railway Infrastructure Company (NRIC) product, making optimum use of the infrastructure and sustainable development of the intermodal transport market.
The main results achieved during the implementation of the project were:
- Preparation of a Strategy for Construction and Development of Intermodal Terminals and Freight Villages in the Republic of Bulgaria.
- Preparation of an Action Plan for implementing the Strategy for Construction and Development of Intermodal Terminals and Freight Villages in the Republic of Bulgaria.
- Definition of all necessary investments for the implementation of the Strategy for Construction and Development of Intermodal Terminals and Freight Villages in the Republic of Bulgaria.
- Definition of all Legal measures for the participation of NRIC into the Public-Private Partnership (PPP) entities in the Republic of Bulgaria in the field of Intermodal transport.
