Within the framework of promoting sustainability in tourism, minimizing Montenegro’s carbon footprint and promoting sustainable transport options, the UNDP Montenegro awarded the present study in order to develop, in co-operation with the Municipalities in the Kotor Bay area (Kotor, Tivat, Herceg Novi) and the Royal Capital of Cetinje, a poly-centric Sustainable Urban Mobility Plan (Poly-SUMP) for the region.
The project was carried out in one phase, using the Poly-SUMP methodology, in order to capture the poly-centric characteristics and needs of the examined area. The Poly-SUMP facilitated the development of a more accessible, safe, secure, clean, environmentally friendly and reliable urban transport system for the area, keeping in mind the specific characteristics of the region, such as the strong seasonal patterns due to the tourist attractions of the area, as well as the limitations of the transport systems. The plan also focused on both land and maritime transport and provided solutions for non-motorized and motorized transport modes, as well as to specific issues with regards to gender equality and vulnerable groups.
The study’s outputs support a regional approach for the examined area, which addresses shared problems, and at the same time, takes into account the particularities and specific needs of each Municipality. The main challenge of this project was to bring together different municipalities and stakeholders and to develop a common approach for addressing their specific transport needs, while promoting sustainable transport options for the region and addressing accessibility problems for all citizens. This project is considered to be a great opportunity for all those involved to overcome any barriers and reach a common vision for the future of the area in terms of urban mobility and accessibility.
