In order to achieve all the goals set for the public transport system of Athens, set by the Greek Ministry of Infrastructure, Transport and Networks, the study team conducted a comprehensive review and evaluation of the current organizational structure of the urban transport system within the Attica Region (Athens Greater Region), as well as an overview of international best practices.
Within the second phase of the project, the study team conducted a thorough analysis of all specific issues related to the development and operations of the new Metropolitan Transport Authority and at the same time, defined its role and responsibilities within the public transport system of Attica. The main goal was to develop a flexible, modern and efficient organizational chart for the new Transport Authority, which would enable the effective operation of both the Authority itself and the public transport system of Attica as a whole. Furthermore, within this stage of the project, the relationship between the Authority and the transport operators was investigated. More specifically, a specific legal scheme was proposed, including clear contracting agreements between the Authority and the transport operators, as well as a thorough monitoring scheme, which would enable the Authority to evaluate the performance of the operators and the produced transportation services.
Moreover, all effects related to the transformation of the existing public transport Authority (OASA) to the new Metropolitan Transport Authority were investigated and an efficient set of measures was proposed, in order to face all difficulties and weaknesses related to the development of the new Authority. Based on all the above, a detailed implementation plan, including a thorough schedule for the development and operation of the new Authority, was conducted.
During the third and last Phase of the project, all legal documents necessary for the development and operation of the new Authority were conducted. More specifically, the Study Team proposed a set of legal amendments to the existing public transport related Law (N. 2669/98), which were considered necessary, in order for the reorganization of the public transport system of Attica to be feasible.
