Technical Support to the Port Authority of Igoumenitsa for the implementation of the project ADRIATIC MOTORWAYS OF THE SEAS “ADRIAMOS”

Our role as Consultants to the Port Authority of Igoumenitsa for the implementation of the ADRIAMOS project and the development of the Freight Village included the elaboration of a feasibility study for the freight village, the development of a 4-step transport model including road, rail and maritime links for the Adriatic-Ionian area, the development and evaluation of four different scenarios, the identification of the technical specifications for all studies required for the development of the Freight Village, and the provision of Technical Assistance to the Port Authority of Igoumenitsa during the tendering process for all above studies, including their technical and quality control.

The project «Adriatic Motorways of the Sea (ADRIAMOS)», elaborated by the Port Authorities of Venice and Igoumenitsa, aims at introducing a new MoS corridor connecting the two ports and enhancing the cooperation and cohesion among the areas of Veneto and Ipeiros, their wider regions, as well as Italy and Greece. Within this framework, the Port Authority of Igoumenitsa aims at developing a Freight Village in the Thesprotia region (the wider region of the port) which will ultimately contribute to the optimisation of the transport supply chains of the region and at the same time facilitate the modal shift from road to alternative transport modes.

Our role as Consultants to the Port Authority of Igoumenitsa for the implementation of the ADRIAMOS project and the development of the Freight Village included:

  • The elaboration of a feasibility study for the freight village which included initially the forecasting of freight demand, whose results were employed in the subsequent dimensioning analysis that defined the land and surface area requirements for all types of required facilities. The feasibility of the proposed development was examined via a three-level evaluation, comprising initially of two distinct and complementary appraisals, a financial appraisal and a socioeconomic evaluation. In addition, a sensitivity analysis was carried out in order to examine the impact of key parameters, such as the variation in freight demand, land acquisition (purchase/lease), potential of additional substantial costs (connection to railway network) and duration of operational period for the freight village.
  • The modal shift calculation which included the forecast of freight flows attracted by the proposed MoS corridor Venice-Igoumenitsa, especially from road and - to a lesser extent - from the rail network, in order to evaluate its viability and identify its operational characteristics. A 4-step transport model including road, rail and maritime links was developed for the Adriatic-Ionian area, four different scenarios, with different transport networks were examined, while three different time horizons, 2010, 2025 and 2030 were determined as critical for the estimation of freight flows.
  • The identification of the technical specifications for all studies required for the development of the Freight Village, such as Location Analysis and Physical Planning, Master Plan, Traffic Impact Study, Urban Planning Study, Strategic Environmental Impact Analysis, Environmental Impact Assessment, Business and Investment   Plans, Detail Design, etc. 
  • Τhe provision of Technical Assistance to the Port Authority of Igoumenitsa during the tendering process for all above studies, including their technical and quality control.
