Within the framework of this study, cost – benefit analyses for the completion and rehabilitation works on the North Road Axis in Crete, as well as other road projects in Crete, were elaborated. At the same time, we were supporting the Managing Authority responsible for these projects in preparing the respective requests for confirmation of assistance from the EU.

Within the framework of this study, four cost – benefit analyses were performed for the following road projects in Crete, Greece:

  • Completion of construction works and rehabilitation of the North Road Axis in Crete
  • Completion of construction works for the road section “Agia Varvara – Ag. Deka” on the vertical Road Axis “Heraklion – Messara”
  • Road Section “Gournes – Hersonissos”
  • Road Section «Α/Κ Panormou – Α/Κ Eksanti»

Within the above cost – benefit analyses road traffic forecasts were produced, which were based on all available traffic data, as well as road field surveys along the road sections examined. Each cost – benefit analysis included:

  • Road traffic forecasts and travel times for the “with project” and “without project” scenarios
  • Estimation of all related costs and the project timeline (funding, project costs residual value, maintenance costs and operational costs)
  • Operational analysis and costs
  • Impact assessment
  • Cost – benefit analysis results
  • Impact assessment for employment levels during the construction and operation of the projects
  • Estimation of non-quantifiable costs and benefits
  • Sensitivity and risk analysis

In addition, we supported the Managing Authority responsible for the projects examined during the preparation of the respective requests for confirmation of assistance from the EU.
